Vishnu Dhanpaul is the Permanent Secretary in the Ministry of Finance. Previously, he was the Permanent Secretary in the Ministry of Public Utilities and has also held the position of Permanent Secretary in the Ministry of Energy and Energy Affairs.
He holds a Bsc. Economics (Honours); Post Graduate studies in Monetary Economics; Post Graduate Diploma in International Relations; and MBA, Finance.
In 2010 to 2012 he was alternate Executive Director, World Bank Group for (Brazil, Colombia, Dominican Republic, Ecuador, Haiti, Panama, Philippines, Suriname (informally) and Trinidad and Tobago.)
He has served as Chairman of the Board in a number of organisations; Chaguaramas Development Authority, 2008 to 2010; Agricultural Development Bank of Trinidad and Tobago 2004 to 2008; as Commissioner, Securities and Exchange Commission 2006 to 2010 and as Vice Chairman, Caribbean Airlines,
